It was founded to ensure that every African vote can be seen, verified, and trusted — directly by the people, without manipulation or hidden intermediaries.

Born from the Digital Sovereignty Manifesto of Africa™, CECA™ acts as an independent, citizen-led initiative that connects local observers, journalists, and community networks to collect and publish verified results from polling stations in real time.

The mission of CECA™ is simple yet revolutionary:

The 21st century will not be the era of foreign observers, but the era of Africans observing themselves.
After decades of manipulation, exclusion, and fraud, Africa is reclaiming its voice through citizen participation and digital transparency.

In alignment with the Digital Sovereignty Manifesto of Africa™, this Charter establishes:

Guarantee transparent and ethical elections by empowering citizens to publish and verify results directly.
Eliminate dependence on closed governmental systems and promote open civic observation.
Create a Pan-African Public Record of Election Results, accessible to everyone, in real time.
Train and coordinate Citizen Observers™ to collect, document, and verify results using mobile tools.

🧠 INSTITUTIONAL STRUCTURE

🔹 I. CECA™ — Citizens Electoral Center of Africa™

Nature: Independent, non-governmental, pan-African citizen platform.
Composition:
- 11 regional coordinators (North, South, East, West, Central Africa, plus diaspora).
- Ethical Electoral Council™ – oversight and public ethics.
- Transparency Desk™ – collection and verification of data.
- Narrative Observatory™ – communication, media, and reports.

🔹 II. ISVS™ — Intelligent and Sovereign Voting System™

Purpose: To organize and synchronize local observers, community reporters, and citizen verifiers across Africa.
Tools:
- Mobile photo and message reporting of polling results.
- Shared community verification channels (WhatsApp, Telegram, web).
- Public publication of verified results by region.
Core Principle: “One Citizen. One Visible Vote. One Africa.”

🌍 CONTINENTAL SCOPE

CECA™ and ISVS™ operate as Africa’s first citizen-driven electoral transparency network, covering:

National and local elections.
Community referendums and civic consultations.
Election monitoring across the African diaspora.
